Organizational Structure

Public Safety operates under Japan's government with a hierarchy of divisions. Standard divisions handle routine extermination. Special divisions manage high-risk encounters. The Experimental Division manages captured devils and hybrids. This bureaucratic approach to supernatural threats defines Japan's devil management philosophy.

Special Division 4

Division 4 houses Denji, Power, and other experimental assets alongside traditional hunters. It handles threats standard divisions cannot, operating as Public Safety's special forces. The combination of human hunters, devil contractors, hybrids, and fiends makes it both the most powerful and the most vulnerable unit.
